A Government Streaming Platform that Outperformed Spotify

The Ministry of Culture wanted to digitize decades of Israeli music and make it free for everyone. We built the Shiri platform from the ground up. We engineered the recommendation AI, the audio delivery network, and the royalty calculation backend. The app reached number one in both stores within days of its release.

Building a Consumer Application at National Scale

-Launching under a spotlight — The application was a high-profile government release. We had to build infrastructure capable of handling hundreds of thousands of concurrent users on day one without crashing.
-Outsmarting global algorithms — A generic recommendation engine would bury local artists. We needed custom logic trained specifically on Israeli listening habits to keep users engaged.
-Complex royalty math — Every stream had to connect to a National Library database to calculate artist payments accurately in real time.

Custom AI and Heavy Infrastructure

We built a proprietary recommendation engine using collaborative filtering. Our data science team trained the models on local listening patterns. The application learns user preferences quickly and drives daily engagement.

We routed the audio delivery through a scalable CDN architecture. Users on slow cell networks still experienced instant playback. We managed the entire stack from the iOS and Android frontends to the rigid security compliance required by the government.
