How Much Does App Development Cost in Israel in 2026?

TL;DR: A mobile app built by an Israeli software house in 2026 starts at about $30K for an MVP and about $80K for a full product. Marketplaces, on-demand services and regulated apps start at about $150K and can reach $700K or more. A focused MVP ships in 3-6 weeks, and a full product in 3-6 months. After launch, budget 15-25% of the build cost every year, plus store fees and cloud.

Last checked: September 2026. This is general information, not legal advice.

Why app price tables disagree

Search for app development cost in Hebrew or in English and you will find tables that price the same "simple app" several times apart. Most of them never say what the price includes. One vendor quotes the phone screens. Another includes the server, the admin panel, testing on real devices and the launch in both stores.

This guide prices complete, working apps: the app on iOS and Android, the backend it runs on, the admin tools your team uses, testing, and the release to the App Store and Google Play. The numbers match what we publish on our mobile development page and the tiers in our 2026 software cost guide. That guide also covers web systems and enterprise software. This one is about apps only.

How much does an app cost? Prices by app type

App typeWhat's usually insideBudgetTime to first version
Business app for customers or staffOne user role, forms and approvals, offline mode, a link to one existing systemFrom $30K, can reach $80K3-6 weeks
Consumer appSign-up, profiles, push notifications, payments, analytics, polished designMVP from $30K. Full product from $80K, can reach $300KMVP in 3-6 weeks, full product in 3-6 months
App with backend and admin panelServer and API, a web admin for content and users, roles, reportsFrom $80K, can reach $300K3-6 months
Marketplace or on-demand serviceTwo or three apps (customer, provider, admin), payments and payouts, real-time trackingFrom $150K, can reach $700K or more4-12 months
Regulated app (finance, health, government)Strong authentication, encryption, audit trails, regulator requirementsFrom $150K, can reach $700K or more4-12 months

Here is what pushes each type up or down, with examples from apps we built.

Business apps usually cost the least, because you know exactly who the users are. The price rises with every system the app has to talk to. For Care Laser, Israel's largest aesthetic clinic chain, we built a hybrid app where patients book treatments and see their history. It syncs in real time with the chain's existing CRM, so no backend migration was needed. After 2 weeks of patient journey mapping and 3 weeks of UX and architecture, development and CRM integration took 10 weeks.

Consumer apps pay for polish. Your users compare you with the best apps on their phone, so design, onboarding and performance take a bigger share of the budget. Launch-day load costs money too. Shiri, the national music streaming app we built for the Ministry of Culture, had to be ready for hundreds of thousands of concurrent users on day one. It reached #1 in both the App Store and Google Play on launch day.

Apps with a backend and admin panel. Every serious app has a server. What moves the price is how much business logic lives there. The Espresso Club app looks simple to a customer: pick capsules, reorder with one tap. Behind it we built a platform that connects e-commerce, ERP, pricing and logistics, with 20 weeks of development. Today 350,000+ monthly active users order through it.

Marketplaces and on-demand services are several products in one. For Egged we built TikTak, an on-demand shared transit service, from scratch: booking flows, real-time tracking, seat reservation logic and driver coordination, all connected to Egged's existing infrastructure. Every extra role brings its own screens, rules and tests.

Regulated apps carry compliance work through every layer. IBI Smart, Israel's #1 trading app with 500,000+ users, needed KYC, AML checks, transaction monitoring and full audit trails under both Israeli and US securities rules. The team included iOS and Android developers, QA engineers and compliance experts, and the MVP took six months.

What drives the price of an app

Platforms. iOS, Android, or both. A consumer app in Israel almost always needs both stores, because your users carry both kinds of phones. An internal app for company-issued phones can often start on one platform.

Native or cross-platform. This choice has its own section below.

The backend. Sign-in, data, push notifications, payments and the admin panel all live on the server. If you already have a backend or a CRM, as Care Laser did, the app can use it and the budget drops. If you start from zero, budget the backend as its own workstream.

Integrations. Payment providers, ERP, CRM, maps, identity services. Each one adds build and test time. Integrations are the most underestimated part of mobile projects, and our app development process guide explains why.

Design. A design built on standard iOS and Android components costs less than a custom visual language with animations. Israeli apps need Hebrew and often English or Arabic too, so the team designs and tests right-to-left and left-to-right layouts.

Regulation and accessibility. An app that stores personal data must meet Israel's Privacy Protection Law, including Amendment 13, in force since 14 August 2025. Public-facing products need accessibility to Israeli Standard 5568. Both stores also ask you to declare what data the app collects before they approve it. All of this costs far less when you plan it on day one.

AI features. Recommendations, a chat assistant, document or image recognition. Adding an AI capability to an app typically costs $15K-$50K, plus a monthly bill from the model provider that grows with your users.

Native or cross-platform: what it does to the budget

Native (Swift, Kotlin)Cross-platform (Flutter, React Native)
CodebasesTwo, one per platformOne, shared by both platforms
Development costHighestUp to 40% lower
Best fitHeavy real-time data, maps, sensors, peak performanceForms, content, commerce, booking, standard UI

Most business apps fit cross-platform well. We built Moovit native because real-time transit data and map rendering needed platform-level performance. Choose native when the app leans on the device's hardware or has to respond instantly under heavy data. Make this decision during design, before anyone writes code. If you are still deciding whether you need an app at all, read our web app vs. mobile app guide.

What an app costs after launch

The build is the first bill. Plan for these every year:

  • Maintenance and updates: 15-25% of the build cost per year. A $100K app needs $15K-$25K a year. Apple and Google release new OS versions every year, and Google Play keeps raising the bar: from 31 August 2026, new apps and updates must target Android 16 (API level 36) or higher. An app that falls behind can't ship updates to Google Play.
  • Developer accounts: the Apple Developer Program costs $99 per year. A Google Play developer account costs a one-time $25.
  • Store commissions: these apply when you sell digital content or features inside the app. Apple's Small Business Program charges 15% to developers who earned up to $1M in proceeds the previous year. In markets outside the EEA, the UK and the US, Google Play charges 15% on a developer's first $1M of revenue each year and 30% above it. If you sell physical goods or services, such as coffee capsules or a clinic appointment, Apple's guideline 3.1.3(e) requires regular payment methods such as Apple Pay or a credit card. You then pay your payment processor's fee.
  • Cloud and third-party services: hosting, maps, SMS, push, monitoring and AI usage. These grow with your users. The cost guide gives monthly ranges for a mid-size system.

How long does it take to build an app?

  • MVP with one core flow: 3-6 weeks. If you are weighing an agency against an in-house team for this stage, we compare both in should you hire an agency for your MVP.
  • Full product: 3-6 months. With complex integrations, 5-7 months.
  • Marketplace or regulated app: 4-12 months.

Add time for store review and at least one resubmission.

How to get an accurate app quote

Send a vendor these seven things, and the number you get back will hold:

  1. Who the users are, and the one flow they must complete.
  2. Platforms: iOS, Android, or both.
  3. The systems the app connects to, with API documentation if you have it.
  4. What your team needs to manage in the admin panel.
  5. The rules that apply: personal data, payments, health, accessibility.
  6. Languages: Hebrew, English, Arabic.
  7. Your launch date and a budget range.

If the scope is still fuzzy, start with a short discovery phase. It costs $5K-$15K and ends with a scope, an architecture and a quote you can plan on. Also ask to see a working prototype early. Ours arrives within two weeks.

Red flags in a cheap app quote

  • One line that says "iOS and Android." Ask whether it means two native apps or one cross-platform codebase. The answer changes both the price and the long-term cost.
  • No backend or admin panel in the scope. Someone will build them later, and you will pay for it.
  • No testing on real devices. Simulators miss the crashes your users will hit on mid-range phones.
  • The app goes live under the vendor's developer account. Publish under your own Apple and Google accounts, and make sure you own the source code.
  • No privacy, accessibility or security work. It shows up later as rework, at full price.
  • No maintenance offer. Ask what the first year after launch costs.
  • A full MVP for under $10K. It will likely need a rebuild before it can grow.

Frequently asked questions

How much does it cost to build an app in Israel? A mobile MVP starts at about $30K and a full product at about $80K, and it can reach $300K. Marketplaces, on-demand services and regulated apps start at about $150K and can reach $700K or more.

Is one app for both iOS and Android cheaper? Yes. A cross-platform app built with Flutter or React Native can cost up to 40% less than two native apps. Choose native when the app depends on heavy real-time data, maps or device hardware.

How much does app maintenance cost per year? Plan for 15-25% of the build cost each year. Add $99 a year for the Apple Developer Program, a one-time $25 for Google Play, and cloud costs that grow with your users.

How long does it take to develop an app? A focused MVP takes 3-6 weeks. A full product takes 3-6 months, or 5-7 months with complex integrations. Marketplaces and regulated apps take 4-12 months.

How do I choose an app development company in Israel? Download apps the company built and check their ratings and last update dates. Ask what the quote includes, who owns the code and the store accounts, and what maintenance costs after launch.
